Water Supply Component

INTRODUCTION

Along with the industrialisation and the urbanisation, the environment, including tradititional water resources for rural and urban inhabitants, are under pressure: the demand for water for domestic and industrial purposes is vastly increasing; surface water resources, such as rivers, lakes, streams have been polluted as industrial, agricultural, aqua-cultural and domestic waste are being discharged to the water bodies without treatment.

In order to answer to the lack of quality throughout the year, a rural water system should be implemented targeting the population of seven communes in Phu Cat and Tuy Phuoc Districts, which are densely populated areas having difficult access to safe drinking water.

Additionally, the Hoc Mon Reservoir in Phu My is currently unsufficient to cover all the needs. Levelling up the dam will give the advantage of both increasing the reservoir capacities for irrigation purposes during dry season and better regulating water flow during raining season. Here two communes of Phu My district are involved, namely My Chau and My Duc.

Two main components in this field include:

OBJECTIVE

To improve the quality of life of the population of some communes in three Districts in Binh Dinh Province (Phu Cat, Tuy Phuoc and Phu My) through the provision of efficient facilities for both irrigation and drinking water, including capacity building, awareness raising and operation and maintenance modalities.

CHALLENGES 

  • The lack of quality water during both dry and rainy season for the inhabitants of Binh Dinh Province.
  • The difficulty to operate and maintain (O&M) water and irrigation schemes as well as to insure sustainable financial resources.
  • The challenge in organising public awareness campaigns with real impact on the behaviour of the citizens and on the planning of the local authorities.
  • The lack of knowledge and skills for planning, managing and monitoring among the responsible authorities

BENEFICIARIES

Beneficiaries of the water supply sub-project include the residents and the related institutions of following localities:

  • Phu Cat District:  Cat Thuang, Cat Chanh, Cat Nhon, Cat Tien and Cat Thuong
  • Tuy Phuoc District: Phuoc Thang, Phuoc Hoa

Beneficiaries of the Hoc Mon Irrigation sub-project include all the inhabitants of My Chau and My Duc Communes in Phu My District.
